H.E Mulu Nega Kahsay (PhD) is State Minister of Science and Higher Education (MoSHE) of the Federal Democratic Republic of Ethiopia since May 6, 2020. He is in charge of the education and training on higher education and TVET areas.
H.E Mulu obtained his B.A degree in Education and M.A degree in Educational Measurement and Evaluation from Addis Ababa University. He has a PhD from the Centre for Higher Education Policy Studies, University of Twente, the Netherlands. His area of specialization includes among others, higher education policy, quality and quality assurance, university-industry linkage with a focus on Ethiopia and Sub-Saharan Africa.
Prior to his appointment at MoSHE, he has been serving Addis Ababa University in teaching, research and leadership positions for more than 18 years. He served as Director of the Center for Academic Standards and Quality Enhancement (April 2012-November 2013) and Chair of the program review taskforce in 2013 at Addis Ababa University. He was also Head of the Test and Measurement Services Unit of Addis Ababa University (March2002-March 2007), where he coordinated the administration of international tests and development of university entrance examinations for Ethiopian universities. Additionally, he served as project director, monitoring and evaluation head, and head of Examinations and Student Services Division at regional level.
H.E Mulu has also been serving as a member of the National Steering Committee for the Ethiopian National Licensing Examination for Health Professionals and principal investigator & team leader of several thematic research projects in the area of Higher Education. He was also a member of the research group and leader of the Ethiopian case for the Study on Research and PhD Capacities in Sub-Saharan Africa. Moreover, he has undertaken a variety of training and consultancy services for governmental and nongovernmental organizations.
Dr. Mulu has authored a number of research articles in national and international peer reviewed journals, book chapters and conference proceedings. He is also a managing editor of the Ethiopian Journal of Higher Education, a reviewer of European Journal of STEM Education and Horizon- Universal Journal of Educational Research, USA. He is married and a father of three children.
These offices have a liaison role between the Minister of State and other sections within the Department with other departments, public bodies, education partners and the public.
